trans | MTF hair regrowth

So I had posted a few times on here about hair before. I started losing my hair fairly young, because I guess my genetics are bad for that, and I had asked previously if hair re-growth was possible on HRT. Anyway, I've seen a lot of regrowth in spots that previously had no hair. My hair issues were just basically severe recession of the hairline. Now the huge widow's peak formed by it it sloooowly beginning to fill in. Anyway, my question is, when a spot is bald, is it completely bald, or are there often little hairs left? Because the entire areas on both sides with patches have lots of the little fuzzy hair, and when the filling in that DID occur occurred, they were preceeded by the same little hairs that eventually turned in to the stronger hair that we know and love. I just want to know if I should take these fuzzy little hairs as a positive sign, or don't get my hops up too high. I'm so ridiculously sick of wigs, it's impossible to describe.
