Name Change Paperwork and Question

Okay, so I've got the forms (I don't have the money yet, no), and I plan to start filling them out, but I'll put the date on it when I get the funds. The problem is, the petition and order are confusing and complicated. What I'm asking for, is some help. I live in Monroe County, in New York (Rochester, actually), and I was wondering if somebody would be willing to go through the work with me. And now for the question. It says on the Order that you MUST post the information (including your date of birth and address) in the local newspaper. Do you have to post the information, or is there a way around it?
