My name is Jodi Clagg and I'm a Public Education Specialist with the
National ACLU's LGBT Rights Project. I'm working with the Illinois
ACLU regarding some transgender discrimination in the Vital Records
Act and could really use some help spreading the message below. I
would appreciate any help forwarding this important message and/or
resources that you could share with me in order for me to get this

We are interested in speaking to transgender persons who were born in
Illinois and have not been able to get a birth certificate with their
correct gender listed on it.

We would like to talk to you about how it affects you to be denied a
birth certificate listing your correct gender, including any
employment or government benefits you've been denied, any
embarrassment or hostility you've experienced when asked to show your
uncorrected birth certificate, and the emotional impact the
inaccurate birth certificate has on you.

We would also like to know why you have been unable to get an
accurate birth certificate. We are interested in talking to persons
who have chosen a surgeon for gender confirmation surgery who is
licensed in another country, but not in the United States, and to
persons whose surgeon died before completing the paperwork required
for them to get a new birth certificate. We would also like to hear
from persons who have been unable to or have chosen not to complete
all of the surgeries that the State of Illinois requires them to
complete before they can obtain a new birth certificate.
