The City Council approved a bill yesterday that extends protection from discrimination to transgender people, transsexuals and others whose gender identity the bill's backers say does not fit societal norms. Mayor Michael R. Bloomberg said yesterday that he planned to sign the bill, which was approved by a vote of 45 to 5, with one abstention. Previously, Mr. Bloomberg and others had argued that the law was unnecessary because transsexuals are already protected under the city's human rights law. But proponents of the legislation have long argued that those covered by the bill face discrimination and need explicit protection.
