Bras without breasts

So I want to start wearing a bra. I've tried some on in front of the mirror and I think it does a lot for my figure and helps with passing. My problem is, being pre-HRT, I don't have anything to fill it out with! I'm obviously not the first girl with this problem...so does anyone have any advice or experience to share? I'd rather not go with breastforms simply because of the expense, but I'm open to ideas.
