Out of State Name Change: Iowa

I've looked through the tags and several google searches, however have come up with nothing.

My question is, if one is living out of state and were born in the state of Iowa, how would one go about changing their name or is it even possible? From what I have gathered through other sources it seems that it needs to be done in state as a resident.
