Just got this, doesn't sound good:
The IDPH has proposed new strict restrictions for birth certificate alteration (including stating in the rule that hormones are no longer sufficient for certificate change.)
WORST of all FTM's MUST have a hysterectomy (this is not negotiable) AND
A) Metoidioplasty;
B) Phalloplasty; or
C) Centurion Procedure.
MTF's MUST have
A) Vaginoplasty; or
B) Neocolporophy.
Obviously these rules would completely limit people who cannot undergo surgery for medical reasons, as well as set the legal standard in Illinois that people are defined by their genitals only, and not who they are.
Help me spread the word to limit and alter these rules from taking effect. The following links are needed:
1. This is the first posting of the rule change:
http://www.idph.state.il.us/rulesregs/proposedrules.htm#Emergency
2. This is a link to the Illinois Register of proposed rules. It is hidden on the DMV website of all places - hard to find. Click on issue three from January fourteen to download the proposed rules in PDF format. Proposed rule is buried on page 762!
http://www.cyberdriveillinois.com/departments/index/register/home.html
3. Direct link for the proposed rule file:
http://www.cyberdriveillinois.com/departments/index/register/register_volume35_issue3.pdf
4. Most importantly this is a direct link to the public comments portion where people in the community can sound off. let's flood them with comments and get things set straight.
http://app.idph.state.il.us/legal/rulesform.asp
When filling out the comment form people will need to reference things which I will state here to make it easy:
1. The rule name: Illinois Vital Records Code
2. Rule Title Number: 77
3. Rule Part Number: 500
4. Volume: 35
5. Page No.: 762
6. Date Published: January 14th, 2011
