Is it enforceably illegal to enter and use the 'wrong' public toilets, or is it merely frowned upon?

In the case of those who do not fall into a clear-cut category (specifically, one of the main two), what course of action is conventionally taken?

(Concerns partly stem from the thought experiment 'What would be done if large groups of people in one clear-cut category began using the facilities of those in the other clear-cut category and so doing caused those people trouble?'. Even though laws about public toilets have not been heard of, it seems unlikely that there would be no restraining force in such a situation, which would imply that there is a law or other force present that I should learn about rather than remaining in ignorance.)
